The American electric vehicle (EV) giant is scouting for land to set up a manufacturing plant, and Maharashtra has emerged as the leading contender. This move comes after Tesla CEO Elon Musk met Prime Minister Narendra Modi in the U.S., where discussions about Tesla’s entry into India took center stage. While Maharashtra is at the forefront of Tesla’s expansion plans, other states are also vying for the project by offering incentives and infrastructure support.

Tesla’s Land Hunt in India

Tesla has reportedly begun evaluating potential sites and is in talks with various state officials to finalise a location. The company’s preference for Maharashtra is based on its existing presence in Pune, where it already has an office. Additionally, several of Tesla’s suppliers operate from Maharashtra, making it a natural choice for expansion.

The Maharashtra government has proposed sites near Chakan and Chikhali, two prime locations close to Pune. Chakan is a well-established automobile manufacturing hub, home to big players like:

- Mercedes-Benz

- Tata Motors

- Mahindra & Mahindra

- Volkswagen

- Bajaj Auto

Despite being the frontrunner, Maharashtra officials have clarified that no final agreement has been reached. Tesla is still assessing factors such as proximity to ports and infrastructure before making a decision.

Why Maharashtra is Tesla’s Preferred Choice

Several factors make Maharashtra an attractive destination for Tesla’s India factory:

1. Established Auto Hub – The state already hosts major automobile manufacturers, providing a strong ecosystem for Tesla to integrate into.

2. Existing Tesla Office in Pune – Tesla has an operational base in Pune, which can streamline its setup process.

3. Proximity to Key Suppliers – Many of Tesla’s auto component suppliers are based in Maharashtra, ensuring easy logistics and cost efficiency.

4. Government Support – Maharashtra has been proactive in attracting EV investments and has offered attractive sites for Tesla.

However, Tesla’s final decision could be influenced by incentives offered by other states. Maharashtra has lost major investments in the past, including the Vedanta-Foxconn semiconductor plant and Tata-Airbus aircraft project, making officials more cautious in their negotiations with Tesla.

Tesla’s Job Postings in India: A Sign of Expansion?

Shortly after Musk’s meeting with PM Modi, Tesla listed 13 job openings on LinkedIn for positions based in Mumbai and Delhi. The roles include:

- Vehicle Service

- Sales and Customer Support

- Business Operations

These job postings indicate Tesla’s growing focus on India and hint at the possibility of sales showrooms launching before the factory is operational.

Tesla’s Talks with Indian EV Industry Leaders

Tesla has reportedly been in touch with top Indian EV manufacturers, including Tata Motors, India’s leading EV producer. The discussions suggest that Tesla might explore local partnerships or component sourcing to meet the government’s “Make in India” requirements.

Senior Tesla executive Prashanth Menon, who previously led Tesla’s India efforts before relocating to the Netherlands in 2022, has now returned to India to oversee the company’s expansion. His involvement is expected to play a key role in Tesla’s India strategy.

The Long-Delayed Tesla Entry in India

Musk has been vocal about Tesla’s plans to enter India, but progress has been slow due to regulatory and policy hurdles. In 2021, Tesla planned to open a showroom and office in Mumbai’s Lower Parel, but these plans were shelved when the Indian government refused to lower import duties on EVs.

Tesla had requested a reduction in import tariffs for EVs priced below $40,000, from 60% to 40%, arguing that this would help assess demand before setting up a local factory. However, the government insisted that Tesla must first commit to manufacturing in India.

In 2023, Tesla officials resumed discussions with Indian authorities, focusing on local component sourcing. Later that year, Tesla signed a five-year lease for an office space in Pune*, signaling renewed interest in the Indian market.

India’s New EV Policy and Tesla’s Investment Plans

In 2024, the Indian government introduced a new EV policy that offers duty concessions to companies investing at least $500 million in local manufacturing. This policy was widely seen as an effort to attract Tesla.

Musk was expected to visit India in April 2024 to announce Tesla’s investment plans. However, he canceled the trip at the last minute, citing “very heavy Tesla obligations”. Instead, he traveled to China, raising speculation about Tesla’s prioritisation of its India plans.

What Tesla’s Entry Means for India

If Tesla finalises its investment in India, it could bring several benefits:

1. Boost to Local Manufacturing – Tesla’s presence will strengthen India’s EV production capabilities.

2. Job Creation – A manufacturing facility and sales operations will generate thousands of jobs.

3. EV Market Expansion – Tesla’s entry could accelerate India’s transition to electric mobility.
